Why if we choose respon bonuse count2 spin, thats a bug or that the rules of game?

Sorry, why need  or count 2 spins if we choose respin bonuse? In the rules  of game there are 3 fish bonuse,  red fish, gold fish and blue fish, but red fish never found  or coming in game?
